Add Frontline worker type of license/include add-on access for F1

For smaller business, add ability to consume reports by F1/frontline worker licenses.
Current scenario, we have 100-150 users, mostly retail frontline staff. Everyone has Frontline license, Teams. For back office/upper management we have Power BI Pro. We are happy pay 2-3$ per basic users so they can consume some BI reports created by Pro users ( can be limit for number, refresh time, etc). But we can’t afford Premium capacity or give everyone Pro. We likely never will go more and this mean most users will be left out of Power BI ( leaving only option non sensitive report embedding into SharePoint through public links) or with reasonable price model we would expand reporting to everyone.
