This idea has come about from the introduction of personal bookmarks in the PBI Service: https://powerbi.microsoft.com/en-us/blog/announcing-personal-bookmarks-in-the-power-bi-service/
Many report creators use bookmarks as a dynamic way of showing/hiding visuals, or navigating between tabs. Exposing an end user to these bookmarks could be confusing for them and expose the underlying workings of the report.
Personal bookmarks are great, but an option in PBI Desktop to expose certain bookmarks in the PBI Service would satisfy both report creators and consumers.

End users should not be exposed to bookmarks unless instructed to do so. It would be beneficial to have ability to hide them from end users.

Yes, the bookmarks are use to put some extra actions in reports and the visibility by users can be a confusion navigation.

Agree this is absolutely needed as it remove the app like experience if all users can see bookmarks.

Currently a lot of actions in PowerBI require a work-around via bookmarks (changing hierarchies, navigation through the report, toggles to affect visibility of certain elements etc.). End users should not be able to see these, while having an option to create personal bookmarks.

Yes. I want to create bookmarks for users to step through the report, but I also use bookmarks to show and hide visuals. The user seeing both can make for a very confusing experience.

This is really required, letting report users see all bookmarks is a hazard when the bookmarks are only used for actioning buttons etc.
