Now as I see there is no feature to create a dashboard in Power BI desktop. It is really important because user may not require to publish all the reports online most of the times. Reports are low level elements of dashboards, so if user creates Dashboard in Power BI desktop, he can publish only Dashboards rather all the reports and dashboards.
If we have such feature, he can publish report or dashboard only or both

This also helps with a proper ALM process allowing for all developed elements being checked into a code repository!

That should be done. I understand that you try to sell cloud service, but Desktop version without dashboards is to limited - you can't even evaluate how the dash potentially would look like. If you really have to earn on this - maybe ad dashboard creation with some limitations ?

I don't know why this isn't standard to begin with. Make it so, Microsoft.

It's confusing why this functionality is not in Desktop. We are trying to vet this tool as an enterprise solution, without using the cloud service, and can't get the same results. Seems like a huge short coming.

Yes .. 100% required. I was surprised that the dashboard feature was missing on the desktop version..

A must need in my case, because of the data security issues I can't upload the reports to the Cloud

No question that Dashboards should be available in Power BI Desktop and its absence from the Desktop version of Power BI hints at something more questionable; the clouding of software in whole or part. While the Desktop version of Power BI does have a lot of functionality I have to question the reason for clouding the Dashboard feature in Power BI and thus restricting its use to only those users willing to embrace or use the cloud.
