Even with the latest release of Power BI (September 2019) it's not possible to compile different languages into one .pbix file. Currently we're working around this issue by deploying one .pbix file per language, which means we have to clone the data model and maintain any change in each of these copies all the time.
Power BI should support the creation of multlingual support in the same way as SQL Server Analysis Services (SSAS) currently does.

Very important feature for adoption across federal GC departments. This feature is required if we want to use PowerBI efficiently and at scale within our department as an enterprise solution.

Having multilingual capability would be a boon for any jurisdiction where two or more languages are being used in communication. It many countries it's legally required; responding to this need by expand upon the existing usability and accessibility features in the product suite would be a good opportunity for Microsoft.
