It was implemented in charts but not in tables or matrixes.

I agree with the comments here, we should have this available. Furthermore the formatting options should be flexible and apply to single column, rows or cells depending on the visualization used.

In my example I can think of, I'd like to use the Card Visualization and be able to format the colour of the percentage number displayed there based on whether that number is > 0 or < 0

This is a very important feature and I am surprised that there is such low number of votes as almost every Excel user uses conditional formatting in tables.

In particular, changing the column names when you apply aggregations, since PowerBI automatically changes those for you to "Average of", "Max of", etc. And that may not be exactly what you want!

As Samuel V said something similar to color saturation would work, the ability to color based on certain values is critical for power bi

There are two separate features at work here, and each feature is important:

1) Color by Value (Color Saturation). E.g. value axis by sales and color by profit.

2) Conditional Formatting. Similar to formatting an Excel range based on specified criteria. If color saturation is on for the chart, conditional formatting overrides the color for certain data points.

Having the conditional formatting behave similarly to excel, or to KPI indicators would be great, but it needs to work on the cell level, and needs to support two color gradients and red-yellow-green.
